1. It is necessary to produce and operate in accordance with the law, ensure that the unit's safety production conditions comply with national safety production laws, regulations and standards, strictly implement the "three simultaneous" of construction project safety facilities, eliminate illegal production and operation activities, and prevent illegal commands and forced illegal operations.

2. The main person in charge of the unit consciously fulfills the statutory duty of safe production, and implements the same plan, deployment, inspection, and implementation of production safety and production and operation. Establish and improve the overall safety production responsibility system, various rules and regulations, and operating procedures, and supervise the implementation, inspection and assessment to ensure that the safety production regulations and operating procedures are in place.

3. Establish a safety production management organization in accordance with the law, set up a safety director as required, and allocate a quorum of safety production management personnel to ensure that the safety production management organization performs its functions and the safety production management personnel perform safety management duties.

4. Implement the safety production education and training system for all employees, the main person in charge and safety production management personnel have the safety production management capabilities that are compatible with the production and operation activities of the enterprise, and the special operations personnel shall hold certificates as required; clearly inform the employees of the workplace and Hazardous factors, preventive measures and emergency measures existing in the workplace. It is ensured that those who fail to pass the safety training shall not be allowed to work, and those who do not have a certificate shall not engage in special operations.

5. Strengthen the identification and control of unit safety risks, organize and carry out "one picture, two orders, three cards, eight must" safety risk identification and control according to regulations, compile safety risk identification checklists, safety risk control checklists, and draw the unit's “red, orange, yellow, and blue” Four-color security risk distribution map. At least once every six months, we will carry out inspections of hazard sources at risk points, comprehensively identify safety risks, and effectively implement control measures.

6. Establish and improve the mechanism for the investigation and management of hidden accidents, organize and carry out the investigation of hidden dangers on a regular basis, eliminate the hidden dangers in time, and implement the closed-loop management of self-inspection, self-correction, self-report and publicity of the hidden dangers. Report the investigation and management of major accidents to the local safety supervision department in accordance with regulations.

7. Standardize job site management, strictly implement the hazardous job approval system, coordinate and direct special personnel at cross job sites, and implement unified coordination and strengthen supervision of the safety production of contracted projects, rental sites and equipment. Strengthen the management of facilities and equipment, ensure normal operation, and do not use process equipment that endangers production safety that is explicitly eliminated or prohibited by the state.

8. Organize the formulation and implementation of the emergency rescue plan for production safety accidents of the unit, establish an emergency management team in accordance with regulations, reserve necessary emergency supplies, and organize emergency rescue drills at least once a year; if a production safety accident occurs, report to the local safety supervision department and Relevant departments responsible for safety production supervision.

9. Guarantee the investment of safety production funds in accordance with the law, withdraw and use safety production expenses in accordance with the law, and do not occupy or embezzle. Provide employees with labor protection products that meet national or industry standards as required, and supervise and educate employees to wear and use in accordance with national standards. Pay work-related injury insurance premiums for employees in accordance with the law, and purchase safety production liability insurance in accordance with regulations.

10. Strictly follow the "Checklist" to conduct self-revision, self-inspection and self-reporting and publicity item by item.
